ATM has expressed a negative opinion on moving the terminus of line 16 from Piazza Axum to Piazzale Segesta, as planned in the works for the new stadium of Inter and Milan. According to the Milanese transport company, Piazzale Segesta does not have suitable characteristics, especially in the event of service enhancement: the square can accommodate only one vehicle, greatly limiting operational capacity and service effectiveness.
The San Siro Stadio terminus made headlines during the opening ceremony of Milano-Cortina 2026, when the President of the Republic Sergio Mattarella got off the tram driven by Valentino Rossi. Now its location is at the center of a discussion related to the construction of the new facility.
The ATM document is part of the observations sent to the Municipality by various institutions and public and private companies, including ARPA, ATS, and the Lombardy Region, as the first step of the Strategic Environmental Assessment necessary to reach approval of the final project. The documents contain a list of criticisms and recommendations that must be taken into account for the final environmental report, which the companies will have to submit before opening the construction sites.
The most complex issue concerns the lack of adequate assessments of traffic volumes and congestion that the new facility and the entire real estate operation, also including offices and residences, will produce in an entire quadrant of the city. The Region explains that there is still no structured assessment of the capacity of the existing public transport system and any infrastructural enhancement needs related to the expected flows.
It will be necessary to avoid the major urban function of the new San Siro from regularly paralyzing or congesting the north-western districts of Milan. On the contrary, the intervention should lead to an improvement of the overall situation.
